The Tourism Association Ötztal Tourismus endeavors to make its website accessible without barriers in accordance with § 14b of the 2005 Tyrolean Anti-Discrimination Act (Tiroler Antidiskriminierungsgesetz 2005) implementing Directive (EU) 2016/2102 of the European Parliament and of the Council of 26 October 2016 on the accessibility of the websites and mobile applications of public sector bodies (Official Journal L 327 of 02-12-2016, page 1).

Status of compatibility with the requirements

The above-mentioned websites as well as the APPs are only partially compliant with compliance level AA of the “Web Content Accessibility Guidelines - WCAG 2.1“ according to the European standard “European Standard EN 301 549 V2.1.2 (2018-08)” due to the disproportionate burden according to Article 5 of the Directive (EU) 2016/2102.

 

Non-accessible contents

the contents listed below are not accessible for the following reasons:

a) Incompatibility with accessibility regulations
For some images, the alternative text is missing so that this information is not accessible for screen reader users. This means that the WCAG success criterion 1.1.1 (non-text contents) is not met. We plan to complete these missing captions on an ongoing basis.

Some embedded videos are missing subtitles so that the superimposed contents are not available for deaf users. This means that the WCAG success criterion 1.2.2 (captions prerecorded) is not met.

Due to the interface connection to our partner www.feratel.at, we cannot fully optimize various functions on our websites for accessibility. These include the following offers: non-binding enquiries (enquiry pool), ordering experiences, booking packages, ordering brochures.

The interactive map data offered is provided by various partners (www.outdooractive.com, www.realitymaps.de, www.intermaps.com). Due to interactive functions, it is not possible to provide a completely accessible offer of maps.

The ordering option for vouchers is provided by our partner www.incert.at. Due to the connection to our partner, we cannot fully optimize the information on our website for accessibility.

After examination in September 2020, the website does not comply with the provisions of the WCAG 2.1 in the following points: headline structure partly not suitable, navigation as well as footer are in main section, labels partly missing with forms, input fields partly without autocomplete attributes, keyboard usability not consistent, skip links (WCAG 2.4.1 bypass blocks) not available, keyboard focus not well visible. We plan to continuously improve our website and thus improve or, respectively, eliminate the points mentioned.

b) Disproportionate Burden
Our videos are hosted and published on the video platform Youtube as well as Vimeo. It is not possible to provide the required audio descriptions for some of these videos. This means that the WCAG success criterion 1.2.5 (audio description prerecorded) is not met.

We consider that remediation would impose a disproportionate burden in terms of accessibility requirements.

c) The contents do not fall in the scope of application of the applicable legal provisions:
Live videos are not subtitled. This means that the WCAG success criterion 1.2.4 (captions live) is not met. We do not plan to subtitle live videos as live videos are exempt from the Directive (EU) 2016/2102.

PDF and Word documents used on the website are not accessible. For example, they are not tagged, so that screen reader users cannot or only insufficiently grasp them with structural information. This means that the WCAG success criterion 4.1.2 (name, role, value) is not met. If you need contents from one of our PDF or Word documents, please contact us. We will endeavor to provide you with the information in another form.

The presentation of our website is based on current technical possibilities and standards. Should you notice any problems with the realization of individual elements, please pass on your suggestions to us.

Enforcement procedure

In case of unsatisfactory answers from the above-mentioned contact option, you can turn to the ombudsman’s office for accessible internet and mobile applications of the province of Tyrol (Ombudsstelle für barrierefreies Internet und mobile Anwendungen des Land Tirol) by submitting a complaint. The complaint will be examined to determine whether there is a violation against the provisions of sec. 14b of the Tyrolean Anti-Discrimination Act (Tiroler Antidiskriminierungsgesetz) by bodies of the province, the municipalities, the associations of municipalities and the self-governing bodies established by provincial law. If the complaint is justified, the ombudsman’s office must make recommendations for action to the province or the legal entities concerned and propose measures to remedy the deficiencies at hand.
